To ensure the financial viability of the District, long-term plans are used to monitor and guide it through various financial decisions and challenges. It is important to know and understand the full life-cycle cost of the system and establish and maintain an effective balance between long-term debt, asset values, operational expenditures and operating revenues. The establishment of predictable rates - consistent with community expectations and acceptability - is also a necessary component of this measure. Rates need to be adequate to recover costs, provide reserves, support debt service and provide for future needs.
