Inspection Requirements

  1. Developer/Contractor must give Granger-Hunter Improvement District (The District) a minimum of 24 hour's notice prior to all inspections. When scheduling inspections please note the following:
    • The District's inspection hours are from 8:00 A.M. to 4:00 P.M., Monday - Friday, excluding holidays.
    • Inspections shall be scheduled by calling the District’s office at 801.968.3551.
    • No inspections will be scheduled from voice mail messages. If necessary please leave a message to call you back.
    • Additional inspection fees may be assessed if a District representative is dispatched, and the job is not inspection ready. Please give as much notice as possible for cancelations.

  2. All work completed that has not been inspected will be required to be uncovered and inspected prior to any final acceptance given for the project. Please not that:
    • Projects that have not been given a final acceptance letter will not be allowed to connect to the District’s water and sewer Utilities, and/or,
    • Projects that are connected to the District’s Utilities will be considered to be in default, and the connection will be terminated until final acceptance is given.

  3. In the event a stop work order is issued, the Developer/Contractor shall stop work and comply with all requirements set forth by the District’s inspectors.

Pre-Inspection Requirements

Work may commence when the following items are completed:

  1. GHID has been provided with the contractor’s License and Permit Bond, General Liability Insurance Certificate, Workers Compensation and Employer’s Liability Certificate or State Of Utah approved waiver.

    1. Original $5,000.00 License and Permit Bond required. Original (No Copies).

    2. General Liability Insurance Certificate. Original, PDF, and faxed copies are acceptable.
      • $500,000.00 Minimum coverage for work being performed within private property
      • $1,000,000.00 Minimum coverage for work being performed within a public right of way.
      • Granger-Hunter Improvement District (GHID) shall be named as the Certificate Holder and Additional Insured.

    3. Workers Compensation or a State of Utah approved waiver. Original, PDF, and faxed copies are acceptable. Alternatively, this coverage may be shown on the General Liability Insurance Certificate. Original, PDF, and faxed copies are acceptable.

  2. The project has a “GHID Final Review” stamped on the drawing with a date and signature from an approved Granger-Hunter representative.

  3. All applicable connection and/or inspection fees are paid in full.

  4. A preconstruction meeting has taken place with the Developer, the Contractor who will be installing the utilities, and one or more Granger-Hunter Improvement District Representatives. (Note: It is the Developer/Contractors responsibility to schedule a preconstruction meeting.)

Water Shut-down Requirements

Water shutdowns may commence when all of the following items are completed:

  1. Developer/contractor has satisfied all pre-inspection requirements (see pre-inspection requirements for details).

  2. Developer/contractor has given Granger Hunter Improvement District (GHID) a minimum of 10 business days notice prior to any scheduled water shutdown.

    • If any problems arise with the scheduled water shutdown, GHID shall notify the contractor within the 10 business day time frame.
    • Proper notice and approval must be given for all water shutdowns (private and public).
    • All water shutdowns shall be scheduled on a Tuesday, Wednesday, or Thursday between the hours of 8:00 Am to 4:00 Pm. Any deviance from these dates and times will constitute an after-hours shutdown and may require additional notification time for approvals.

  3. After Granger Hunter has approved the proposed water shutdown:
    • Developer/contractor shall give all affected parties (i.e. residences, businesses, etc.) a minimum of 48 hours written notice prior to the scheduled shutdown.
    • It is the developer/contractors responsibility to meet all reasonable needs required by all affected parties (i.e. residences, businesses, etc.) prior to the scheduled water shutdown.
    • Only approved GHID personnel shall open or close all public water valves.

Demolition Authorization

This notice is the owner’s authorization to proceed with demolition of existing structures on the identified parcel subject to the following conditions:

  1. The owner and owners designated agent(s) shall comply with all Granger-Hunter Improvement District (District) specifications and requirements.

  2. All construction in the culinary water line and sanitary sewer line pipe zone shall comply with all District specifications and requirements.

  3. If culinary water services and sanitary sewer laterals are to be reused they shall abandoned at the property line in accordance with District standards. If the water and sewer laterals are not to be reused, they shall be abandoned at the main lines in accordance with District standards at the owner’s expense.

  4. If culinary water service and/or sanitary sewer lateral are to be reused for development, a detailed drawing showing the intended use must be provided. If it is determined by District inspectors that any portion of the existing culinary water service and/or sanitary sewer lateral does not meet current standards and specifications, the owner and owners designated agent(s) will be required to make improvements to the lines, bringing them into compliance, before final approval is given.

  5. Contractors shall be assessed a $75.00 inspection fee for each culinary water line abandonment and a $100.00 fee for each sanitary sewer line abandonment. All fees shall be paid and all inspections shall be scheduled at least 24 hours in advance of the desired inspection appointment.

  6. Property owner agrees to adhere to all demolition and abandonment requirements as stated.

GHID General Notes
  • General notes for all plans
    1. Project shall comply with all Granger-Hunter Improvement District specifications and requirements.
    2. Project shall comply with all Utah Division of Drinking Water rules and regulations including, but not limited to, those pertaining to Backflow Protection and Cross Connection Prevention.

  • Note for all plans with exterior water or sewer piping
    1. All construction in the Culinary Waterline and Sanitary Sewer Line pipe zone shall comply with all Granger-Hunter Improvement District specifications and requirements.

  • Note if the project has a grease interceptor
    1. A dye test of the sanitary and grease sewer lines is required and shall be conducted prior to Granger-Hunter Improvement District Final acceptance.

  • Note if the project does not need a grease interceptor
    1. At the time of the GHID Final Review of these plans, this project was not categorized as an Industrial User. However, all Fats, Oils, Greases, and Sands Dischargers shall be connected to an outdoor 1,000 gallon (minimum) Grease Interceptor and Sampling Manhole. Only one Sampling Manhole is allowed per parcel owner, or culinary water meter and bill. Therefore, should this project be modified or its use change, GHID may require pretreatment infrastructure be installed at the sole cost of the parcel owner.
